Osmanl\u0131 Devletin\u2019in Alevi kar\u015f\u0131tl\u0131\u011f\u0131n\u0131 iki d\u00f6neme ay\u0131rmak m\u00fcmk\u00fcn. Osmanl\u0131-Safevi \u00e7eki\u015fmesiyle \u015fekillenen Alevi kar\u015f\u0131tl\u0131\u011f\u0131 d\u00f6nem (II. Bayezid ve Sultan Selim D\u00f6nemleri) ve Sultan Selim sonras\u0131 \u0130slam liderli\u011fi felsefesiyle olu\u015fturulan ikinci d\u00f6nem. K\u0131z\u0131lba\u015f-Alevilikle ilgili ilk dini h\u00fck\u00fcm 16. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda II. Bayezid taraf\u0131ndan kaleme al\u0131nm\u0131\u015ft\u0131r.&nbsp; Ayr\u0131ca Osmanl\u0131 M\u00fcft\u00fcs\u00fc Hamza Saru G\u00f6rez K\u0131z\u0131lba\u015flar\u0131n \u201cKafir\u201d olduklar\u0131 konusunda 1512\u2019de fetva vermi\u015ftir. Edirne Kad\u0131l\u0131\u011f\u0131 ve Kazaskerlik g\u00f6revini y\u00fcr\u00fcten Kemal Pa\u015fazade de benzer bir fetvay\u0131 1523\u2019te tekrarlam\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Osmanl\u0131 ulemas\u0131n\u0131n verdi\u011fi fetvalar, Osmanl\u0131 Devleti\u2019nin Alevilere kar\u015f\u0131 uygulanan politikalar\u0131 belirlememi\u015f, aksine ulema devletin politikalar\u0131na uygun d\u00fc\u015fecek fetvalar vermeye te\u015fvik edilmi\u015fti.<\/p>\n\n\n\n<p>Nusayri tarih\u00e7i At-Tavil\u2019e g\u00f6re Sultan Selim, Halep m\u00fcft\u00fcs\u00fcnden Suriye b\u00f6lgesinde ya\u015fayan \u015ei\u00eelere\/Alevilere kar\u015f\u0131 sava\u015fmak maksad\u0131yla bir fetva istemi\u015ftir. \u015eeyh Nuh el-Hanefi el-D\u0131me\u015fki taraf\u0131ndan verilen bu fetva yap\u0131lan zulm\u00fcn ve katliamlar\u0131n kan\u0131t\u0131 olmu\u015ftur.<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a> Verilen fetvalarla, Alevi erkeklerin \u00f6ld\u00fcr\u00fclmesi kad\u0131n, \u00e7ocuk ve mallar\u0131n\u0131n ganimet olarak al\u0131nmas\u0131 me\u015frula\u015ft\u0131r\u0131lmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Osmanl\u0131 devletinin 2. D\u00f6nemde Alevilere kar\u015f\u0131 \u015fiddetli bask\u0131lar\u0131 17. y\u00fczy\u0131l sonlar\u0131na kadar s\u00fcrd\u00fc. Kapit\u00fclasyonlardan sonra bir nebze katliam politikas\u0131 hafiflese de ge\u00e7mi\u015fte yaz\u0131lan fetvalar Alevilere kar\u015f\u0131 kullan\u0131la gelmi\u015ftir. Devletin Arap Alevilere kar\u015f\u0131 tutumu K\u0131z\u0131lba\u015f ve Bekta\u015fi\u2019lere kar\u015f\u0131 geli\u015ftirilen politikalardan farkl\u0131 de\u011fildi.&nbsp; Hatta Arap Alevilere kar\u015f\u0131 y\u00fcr\u00fct\u00fclen katliam politikas\u0131n\u0131n 1800\u2019lerin ba\u015f\u0131nda uygulanm\u0131\u015f olmas\u0131 ilgi \u00e7ekicidir ki bu d\u00f6nemde K\u0131z\u0131lba\u015fl\u0131k-Bekta\u015filik gibi mezhep\/inan\u00e7lar devlet i\u00e7inde yer bulurken Arap Aleviler sistematik olarak bask\u0131 alt\u0131nda tutulmu\u015ftur.<\/p>\n\n\n\n<p>1517 y\u0131l\u0131nda Suriye b\u00f6lgesinin Osmanl\u0131 h\u00e2kimiyetine girmesiyle Arap Alevilerin stat\u00fcs\u00fc Devlet i\u00e7inde tart\u0131\u015fma konusu olmu\u015ftur.<\/p>\n\n\n\n<p>1548 Trablus Sanca\u011f\u0131 Kanunnamesinde<\/p>\n\n\n\n<p><em>\u201cVe liva-i mezb\u00fbrede vaki&#8217; olan kur\u00e2da Nusayri demekle me\u015fhur bir t\u00e2ife olub savm u sal\u00e2t bilmediklerinden gayr\u0131 \u015fer\u00e2it-i \u0130sl\u00e2miyyenin birin ri&#8217;ayet etmey\u00fcb zikr olunan taifenin ba&#8217;z\u0131na Defter-i Atik&#8217;da dirhem&#8217;\u00fcr-rical dey\u00fc birer mikd\u00e2r mal ta&#8217;y\u00een olunub her s\u00e2le Defter mucibince al\u0131nur imi\u015f. Ba &#8216;z\u0131na Defter&#8217;de ta&#8217;yin olunmama\u011fla al\u0131nmaz imi\u015f.<\/em><\/p>\n\n\n\n<p><em>Haliya ahvalleri vuku&#8217;\u0131 \u00fczere p\u00e2ye-i serir-i a&#8217;l\u00e2ya arz olundukda c\u00fcmlesinden al\u0131nmas\u0131 ferm\u00e2n olunma\u011f\u0131n adet-i kad\u00eemeleri \u00fczere evlisinden on iki\u015fer para ve m\u00fccerred olub m\u00fcstakil kisb \u00fc k\u00e2ra kadir olandan alt\u0131\u015far para dirhem&#8217;\u00fcr-rical al\u0131nmak \u00fczere Defter-i Cedid&#8217; e kayd olundu\u201d<a href=\"#_ftn2\" id=\"_ftnref2\"><strong>[2]<\/strong><\/a><\/em> denilmekteydi.<\/p>\n\n\n\n<p>&nbsp;Nusayrilerin namaz ve oru\u00e7 bilmedikleri, \u0130sl\u00e2m\u2019\u0131n \u015fartlar\u0131n\u0131 hi\u00e7 birini yerine getirmediklerinden bahsedilmekte, eskiden baz\u0131lar\u0131ndan vergi al\u0131nd\u0131\u011f\u0131na de\u011finilmektedir.&nbsp; Paragraftan \u00e7\u0131kacak sonu\u00e7; Nusayriler <em>\u201cM\u00fcsl\u00fcman olmamalar\u0131na ra\u011fmen\u201d<\/em> M\u00fcsl\u00fcmanlar gibi vergilendirilmi\u015flerdir. Ve en \u00f6nemli sonu\u00e7:&nbsp; Bu Kanunnameden \u00f6nemli bir bilgi ediniyoruz. \u201cNusayriler\u201d b\u00fct\u00fcn din, inan\u00e7 ve mezheplerden ayr\u0131 k\u0131l\u0131narak bir \u00e7e\u015fit kelle vergisi olan \u201c<em>dirhem&#8217;\u00fcr-rical\u201d<\/em> \u00f6demekle y\u00fck\u00fcml\u00fc k\u0131l\u0131nd\u0131lar.<\/p>\n\n\n\n<p>&nbsp;Vergi sistemi i\u00e7inde karma\u015f\u0131k bir d\u00fczenlemeyle <em>\u201cNusayri Sorunu\u201d<\/em>ndan \u00e7\u0131k\u0131lmaya \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.&nbsp;<\/p>\n\n\n\n<p>Osmanl\u0131 Devleti\u2019nin \u201cNusayriler\u201di nas\u0131l kategorize etti\u011fini anlamak i\u00e7in soru cevapla ilerlersek; Osmanl\u0131 Devlet alg\u0131s\u0131nda Nusayriler M\u00fcsl\u00fcman m\u0131? Evet, Osmanl\u0131 Devleti alg\u0131s\u0131nda Nusayriler Gayri M\u00fcslim mi? Evet, Osmanl\u0131 Devlet alg\u0131s\u0131nda Nusayriler M\u00fcsl\u00fcman ve Gayri M\u00fcslimlerden ayr\u0131 bir gurup mu? Evet.<\/p>\n\n\n\n<p>Osmanl\u0131 Pragmatizminin \u015fekillendirmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131 Nusayriler Devlet a\u00e7\u0131s\u0131ndan heretik bir hareket ve S\u00fcnni \u0130sl\u00e2m i\u00e7in b\u00fcy\u00fck bir tehditti.&nbsp; Talhamy\u2019e g\u00f6re Nusayriler vergi \u00f6demek yoluyla sadakatlerini Sultan\u2019a g\u00f6sterseler dahi halk kat\u0131nda Nusayrilerin \u201ckafir\u201d oldu\u011fu alg\u0131s\u0131 de\u011fi\u015fmemi\u015f, Nusayrilerle di\u011fer cemaatler aras\u0131nda \u00e7at\u0131\u015fmalar devam etmi\u015ftir.<a href=\"#_ftn3\" id=\"_ftnref3\">[3]<\/a> &nbsp;Ayr\u0131ca Nusayriler yerelde, gayri M\u00fcslim tebaadan daha k\u00f6t\u00fc bir ayr\u0131mc\u0131l\u0131\u011fa u\u011fram\u0131\u015ft\u0131r.<a href=\"#_ftn4\" id=\"_ftnref4\">[4]<\/a><\/p>\n\n\n\n<p>Sultan Selim d\u00f6neminde ya\u015fanan katliamlarla beraber Arap Aleviler kitleler halinde Nusayri Da\u011flar\u0131 ve L\u00fcbnan da\u011flar\u0131na s\u0131\u011f\u0131nm\u0131\u015flard\u0131r. B\u00f6ylece kendilerine g\u00fcvenli bir liman bulmu\u015flar ve Osmanl\u0131\u2019ya \u00f6demekle y\u00fck\u00fcml\u00fc olduklar\u0131 vergilerden ka\u00e7\u0131nmaya \u00e7al\u0131\u015fm\u0131\u015flard\u0131r.<\/p>\n\n\n\n<p>Arap Alevilerin da\u011flara s\u0131\u011f\u0131nmas\u0131n\u0131 takiben Sultan Selim, Nusayrilerin b\u00f6lgedeki \u00e7o\u011funlu\u011funu k\u0131rmak i\u00e7in Anadolu ve Horasan b\u00f6lgesinden getirilen T\u00fcrkmen gruplar\u0131 Nusayrilerin ya\u015fad\u0131\u011f\u0131 b\u00f6lgelere yerle\u015ftirmi\u015ftir. Ba\u015flang\u0131\u00e7ta bu plan i\u015fe yarasa da yakla\u015f\u0131k 50 y\u0131l sonra Nusayriler b\u00f6lgedeki g\u00fc\u00e7lerini geri kazanm\u0131\u015ft\u0131r.<a href=\"#_ftn5\" id=\"_ftnref5\">[5]<\/a><\/p>\n\n\n\n<p>Arap Aleviler i\u00e7in yay\u0131nlanm\u0131\u015f en a\u011f\u0131r ve a\u015fa\u011f\u0131lay\u0131c\u0131 fetva 1820 y\u0131l\u0131nda Lazkiye\u2019de Ya\u015fayan \u015eeyh Muhammed Nas\u0131r el-Din el-Mu\u011fribi taraf\u0131ndan kaleme al\u0131nm\u0131\u015ft\u0131r.&nbsp; Mu\u011frabi Nusayrilerin k\u00f6lele\u015ftirilmesinin mallar\u0131na ve kad\u0131nlar\u0131na el konulmas\u0131n\u0131n dinen caiz oldu\u011funu,<em>\u201ckafir\u201d <\/em>olan bu halk\u0131n<em> \u201cdevlet d\u00fc\u015fman\u0131<\/em>\u201d oldu\u011funu ilan ediyordu. Yapt\u0131\u011f\u0131m ara\u015ft\u0131rmalarda, bir fetvada Nusayri ad\u0131n\u0131n ge\u00e7ti\u011fi ilk belge Mu\u011fribi\u2019nin fetvas\u0131d\u0131r. 1820\u2019den 1928\u2019e kadar Osmanl\u0131 devleti ve yerel g\u00fc\u00e7ler taraf\u0131ndan Arap Alevi b\u00f6lgelerine yap\u0131lan seferlerde bu fetva etkili olmu\u015f ve bir\u00e7ok katliam ya\u015fanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Makalemize konu olan katliam belgeleri Devletin tarafgirlik g\u00f6stermesi a\u00e7\u0131s\u0131ndan da dikkat \u00e7ekicidir. Sahyun b\u00f6lgesi halk\u0131yla, Merkab, Beyt\u00fc\u015f\u015filif, Lazkiyet\u00fclarab b\u00f6lgesi Alevileri aras\u0131nda ya\u015fanan anla\u015fmazl\u0131klarda yerel otoriteler Sahyun b\u00f6lgesi halk\u0131na her t\u00fcrl\u00fc deste\u011fi sunmu\u015ftur. Devletin burada Sahyun b\u00f6lgesindeki tebaay\u0131 Arap Alevilere kar\u015f\u0131 kulland\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Belgelerde Sahyun b\u00f6lgesinin Arap Alevilere sald\u0131rmas\u0131ndan hi\u00e7 bahsedilmiyor, Nusayrilerin sald\u0131r\u0131lar\u0131 \u0130stanbul\u2019a rapor ediliyor, b\u00f6ylelikle Merkezi otoritede Arap Alevilerin s\u00fcrekli \u201ce\u015fk\u0131yal\u0131k\u201d yapt\u0131klar\u0131 alg\u0131s\u0131 yarat\u0131l\u0131yordu.<\/p>\n\n\n\n<p>2008 y\u0131l\u0131nda Harbiye Karyer Mahallesinde 1905 do\u011fumlu Mehmet Ezer\u2019le yapt\u0131\u011f\u0131m m\u00fclakatta konumuzla ilgili ilgin\u00e7 bir bilgi edinmi\u015ftim. Ezer 1915 y\u0131l\u0131nda Harbiye\u2019ye Sahyun b\u00f6lgesinden gelen y\u00fczlerce atl\u0131n\u0131n sald\u0131rd\u0131\u011f\u0131n\u0131 ve Harbiye halk\u0131n\u0131n kendini savundu\u011funu anlatm\u0131\u015ft\u0131. Suriye i\u00e7 sava\u015f\u0131nda da Sahyun b\u00f6lgesinden dev\u015firilen \u201cSultan Selim Tugaylar\u0131\u201d gibi \u00f6rg\u00fctlerin Alevi k\u00f6ylerine yap\u0131lan sald\u0131r\u0131larda aktif rol oynamas\u0131, 200 y\u0131ld\u0131r s\u00fcren bir politikan\u0131n yans\u0131mas\u0131 olsa gerek.<\/p>\n\n\n\n<p><em>Hicri 9 Ramazan 1231\/Miladi 3 A\u011fustos 1816<\/em><a href=\"#_ftn6\" id=\"_ftnref6\">[6]<\/a>,&nbsp; <em>Hicri 13 Zilkade 1231\/Miladi 5 Ekim 1816<\/em><a href=\"#_ftn7\" id=\"_ftnref7\">[7]<\/a>,&nbsp; Hicri 10 Zilkade 1239\/M- 7 Temmuz 1824<a href=\"#_ftn8\" id=\"_ftnref8\">[8]<\/a> tarihli 3 belgenin yazar\u0131 Sayda Valisi S\u00fcleyman Pa\u015fad\u0131r. Her \u00fc\u00e7 belge de de yapt\u0131\u011f\u0131 katliamlar\u0131 ayr\u0131nt\u0131lar\u0131yla anlatm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>3 A\u011fustos 1816 tarihli belgede, e\u015fk\u0131yal\u0131k yapan Nusayrilerin din d\u00fc\u015fman\u0131 olduklar\u0131, ahaliyi s\u00fcrekli rahats\u0131z ettiklerinden bahseden Vali 38 Nusayri&#8217;nin kesilen ba\u015f\u0131n\u0131 \u0130stanbul\u2019a g\u00f6nderdi\u011finden bahsetmektedir. Yakla\u015f\u0131k iki ay sonra S\u00fcleyman Pa\u015fa <em>\u201ctekrar isyan eden Nusayriler\u201d <\/em>\u00fczerine gitti\u011fini ve liderlerinden 11 ki\u015finin ba\u015f\u0131n\u0131 keserek \u0130stanbul\u2019a g\u00f6nderdi\u011fini s\u00f6yleyecektir.<\/p>\n\n\n\n<p>7 Temmuz 1824 tarihli belgede ise Pa\u015fa, Beyt\u00fc\u015f\u015filif Nusayrilerinin bil-k\u00fclliye itaatten \u00e7\u0131kt\u0131klar\u0131n\u0131, vergi vermediklerini ve ya\u015fad\u0131klar\u0131 b\u00f6lgenin da\u011fl\u0131k olmas\u0131ndan dolay\u0131 her t\u00fcrl\u00fc e\u015fk\u0131yal\u0131\u011f\u0131 rahat\u00e7a yapt\u0131klar\u0131n\u0131 anlatm\u0131\u015ft\u0131r. Art\u0131k ana caddelere kadar yakla\u015fan e\u015fk\u0131yalar \u00fczerine sefer d\u00fczenledi\u011fi bilgisini vermi\u015f, Devletin \u015fan\u0131 ve \u015ferefi i\u00e7in on ikisinin kafalar\u0131n\u0131 kesti\u011fini gururla anlatm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Hicri 18 Zilkade 1241\/Miladi 24 Haziran 1826<a href=\"#_ftn9\" id=\"_ftnref9\">[9]<\/a> tarihli d\u00f6rd\u00fcnc\u00fc belgemiz ise Trablus\u015fam Beyler Beyi Ali Esat Pa\u015fa\u2019ya ait. Esat Pa\u015fa S\u00fcleyman Pa\u015fa\u2019dan daha b\u00fcy\u00fck bir vah\u015fete imza atm\u0131\u015ft\u0131r. Ya da S\u00fcleyman pa\u015fa yapt\u0131\u011f\u0131 katliamlarda Nusayrilerin ba\u015flar\u0131n\u0131 kesmeden \u00f6nce yap\u0131lanlar\u0131 anlatmam\u0131\u015ft\u0131r.
